and<\/li>\n<li>Bringing about improvements to the electoral process based on reports and recommendations from observers.<\/li>\n<\/ol>\n<p><strong>Scope of Observation:<\/strong><\/p>\n<p>Appointed observers are permitted to observe the following electoral processes:<\/p>\n<ol>\n<li>Candidate Nomination Process;<\/li>\n<li>Process of Issuing Postal Ballot Papers;<\/li>\n<li>Election Campaign;<\/li>\n<li>Early Voting Process;<\/li>\n<li>Process of checking the contents of the ordinary ballot box;<\/li>\n<li>Normal Voting Process;<\/li>\n<li>Early Vote Counting Process;<\/li>\n<li>Process for Counting Postal Ballots;<\/li>\n<li>Vote Counting Process; and<\/li>\n<li>Official Vote Totalling and Announcement of Election Results.<\/li>\n<\/ol>\n<p><strong>Open to:-<\/strong><\/p>\n<ol>\n<li>Government Agencies;<\/li>\n<li>\nNGO \/ CSO organisations registered with the Registrar of Societies or the Malaysian Companies Commission<br \/>\n(limited to non-profit companies); and<\/li>\n<li>Non-partisan and impartial to any political party.<\/li>\n<\/ol>\n<p><strong>Basic requirements:-<\/strong><\/p>\n<ol>\n<li>A Malaysian citizen aged 18 years and above;<\/li>\n<li>Not convicted of any offence by a court;<\/li>\n<li>Not bankrupt;<\/li>\n<li>Not holding any office in any political party;<\/li>\n<li>Able to work cooperatively and maintain a neutral stance;<\/li>\n<li>MUST attend the training provided;<\/li>\n<li>Applications must be made through an organisation only. <strong>Individual applications will not be accepted<\/strong>.<\/li>\n<\/ol>\n<p><strong>Additional Conditions for the 17th Sabah State Assembly Election:-<\/strong><\/p>\n<p style=\"margin-left: 1.0cm;
