CATEGORY OF DOMESTIC AND ABROAD POSTAL VOTERS

ARMY
Military members and spouses are required to vote during Early Voting Day. However, for members who are unable to attend Early Voting Day due to duty, they can apply to vote by post.

POLICE
Like military personnel, PDRM personnel and General Operations Troop (PGA) spouses are required to vote during Early Voting Day. However, for members who are unable to attend Early Voting Day due to duty, they can apply to vote by post.

MEDIA OFFICER
Members of the media who are in charge of covering the conduct of elections outside the area can also apply to vote by post. They need to submit an application through their respective employers.

ELECTION OFFICERS
In addition to Election Commission Members and EC officials, election officers appointed to help the EC conduct elections are also given the facility to apply to vote by post, especially for those who have to vote outside the Voting Center where they are assigned to work.

MEMBERS / OFFICERS OF 9 GOVERNMENT AGENCIES
Members/officers from Agencies/Organizations that have been approved to vote by post by the SPR on duty during Voting Day can apply to vote by post. The agencies/organizations are:

• Members of the Royal Malaysian Police Volunteer Reserve (PVR);
• Members of the Malaysian Fire and Rescue Department;
• Members of the Malaysian Maritime Enforcement Agency (APMM);
• Members of the Malaysian Prisons Department;
• Member of the Department of Health;
• Members of the Malaysian Immigration Department (JIM);
• Members of the Malaysian Civil Defense Force (APM);
• Members of the Malaysian Disaster Management Agency (NADMA);
• Member of the State Registration Department – Urban Transformation Centre (UTC); and
• Members of Tenaga Nasional Berhad (TNB).

Postal ballot applications by members and officers from this Agency must be done online at the MySPR portal through the following link: https://myspr.spr.gov.my/login. The guidelines for applying for a postal vote online can be downloaded from the SPR website.

CATEGORY OF OVERSEAS POSTAL VOTERS
MALAYSIAN CITIZENS ABROAD
Malaysian citizens who are registered as voters residing abroad are allowed to apply to vote by post.

STUDENTS ABROAD AND SPOUSES
Malaysian students at full-time higher education institutions abroad and their spouses who have been registered as Overseas Absentee Voters (PTH) are automatically categorized as postal voters. They do not need to apply to vote by post. Upon returning to Malaysia, Overseas PTHs must apply to the EC to change their status to ordinary voters.

ABROAD CIVIL SERVANTS AND SPOUSES
This automatic qualification as a postal voter is also allocated to civil servants who are working abroad and their spouses who have been registered as Absentee Voters (Overseas PTH). They do not need to apply to vote by post. Upon returning to Malaysia, Overseas PTHs must apply to the EC to change their status to ordinary voters.
