APPLICATION GUIDE


DOCUMENTS REQUIRED

Application Date:

1. Applications for the 17th Sabah State Assembly General Election Observer are open from 09 October 2025.
2. The application deadline is 27 October 2025.

Objectives of the observer programme:

1. Building public confidence in the transparency and integrity of the electoral process conducted by the SPR;
2. Building trust in the democratic process;
3. Preventing manipulation and fraud through observation by a third party that is impartial to any side by acting as a check and balance; and
4. Bringing about improvements to the electoral process based on reports and recommendations from observers.

Scope of Observation:

Appointed observers are permitted to observe the following electoral processes:

1. Candidate Nomination Process;
2. Process of Issuing Postal Ballot Papers;
3. Election Campaign;
4. Early Voting Process;
5. Process of checking the contents of the ordinary ballot box;
6. Normal Voting Process;
7. Early Vote Counting Process;
8. Process for Counting Postal Ballots;
9. Vote Counting Process; and
10. Official Vote Totalling and Announcement of Election Results.

Open to:-

1. Government Agencies;
2. NGO / CSO organisations registered with the Registrar of Societies or the Malaysian Companies Commission
   (limited to non-profit companies); and
3. Non-partisan and impartial to any political party.

Basic requirements:-

1. A Malaysian citizen aged 18 years and above;
2. Not convicted of any offence by a court;
3. Not bankrupt;
4. Not holding any office in any political party;
5. Able to work cooperatively and maintain a neutral stance;
6. MUST attend the training provided;
7. Applications must be made through an organisation only. Individual applications will not be accepted.

Additional Conditions for the 17th Sabah State Assembly Election:-

8.       Independent observers may choose only one (1) Parliament to observe.

·      Observation is only permitted in the DUNs within the chosen Parliament.

·      Example: If choosing P.172 Kota Kinabalu,
observation is only permitted in N.19 Likas, N.20 Api-Api and N.21 Luyang

· The Parliament chosen by the observer is fixed for the duration of the observation period and cannot be changed after the appointment has been made.

9.       Each organisation may appoint up to 4 observers per Parliament.

·         Example:

– P.167 Kudat: 4 observers

– P.172 Kota Kinabalu: 4 observers

– P189 Semporna: 4 observers

· If an organisation sends 4 observers to all 25 Parliamentary constituencies, the maximum number of observers is 100.

Note

1. No financial reward will be given.
2. Training and briefings will be provided to observers according to the following zones, and observers may choose any zone that suits them:
   • Zone 1: Putrajaya
   • Zone 2: Kota Kinabalu
   • Zone 3: Sandakan
   • Zone 4: Tawau

*The date of the briefing will be announced later

1. Application as an

Observer i. Notify and submit the following information to the Organisation's Responsible Officer (PBO):

• Name;
• IC Number;
• Telephone No.;
• Email;
• Elected Parliament (Refer to APPENDIX D – LIST OF PARLIAMENT & DUN SABAH);
• Observer shirt size; and
• Chosen briefing zone.

ii. Complete and fill in ANNEX B – CODE OF ETHICS AND UNDERTAKING.

2. Organisation's Responsible Officer (PBO)

i. Complete and fill in ANNEX C – PBO APPOINTMENT VERIFICATION FORM.

ii. Complete ANNEXURE A – LIST OF ORGANISATIONAL OBSERVER APPLICATIONS.

iii. Submit all completed documents (Refer to the REQUIRED DOCUMENTS page) to pemerhati@spr.gov.my.

Note:

• The PBO is the individual representing the organisation and is responsible for coordinating matters relating to observers under the organisation.
• Only one PBO is appointed per organisation.

Reminder:

• The application deadline is 27 October 2025.
• All documents must be submitted before the application deadline. Applications received after the deadline will not be processed.

2. Activity report
3. Organisation profile
4. Constitution of the organisation (registered with ROS)
5. Letter of application
6. Information on the holders of key positions within the organisation
7. APPENDIX A – LIST OF APPLICATIONS FOR ORGANISATIONAL OBSERVER STATUS
8. APPENDIX B – CODE OF ETHICS AND UNDERTAKING
9. APPENDIX C – PBO APPOINTMENT CONFIRMATION FORM

Note:

• Exemption of documents [1, 2, 3 and 4] for Government Agencies participating in this programme.
• Government Agencies are required to attach a letter of application from the Head of Department at the state or federal level.
